The underlying principles and processes of the CDP are intended to ensure that funded activities reflect the communities identified priority needs, and that the communities take the lead in preparing and implementing these activities. Among the factors that should contribute to the success of this component are: : Participatory formulation and implementation of CDPs, speed of response to community requests, community and local government participation, and accountability for the funds.
